Bioenergy Europe joins industry call for effective NZIA enforcement

Brussels, 7 July 2026 – Bioenergy Europe has joined more than 40 organisations in signing an open letter calling for the effective implementation of the Net-Zero Industry Act (NZIA), ahead of the European Commission’s work on the delegated act defining penalties for non-compliance with CO₂ storage obligations.

The signatories urge the European Commission to establish effective, proportionate and dissuasive penalties for obligated entities that fail to meet their responsibilities under Article 23 of the NZIA. A robust enforcement framework is considered essential to ensure the credibility of the legislation and provide investors with the confidence needed to accelerate the deployment of carbon management technologies across Europe.

For the bioenergy sector, a well-functioning carbon management framework is an important step towards unlocking the potential of Bioenergy with Carbon Capture and Storage (BECCS), which can contribute to Europe’s climate objectives while supporting industrial competitiveness and energy resilience.

The joint letter highlights that clear enforcement mechanisms will help ensure the EU meets its 2030 CO₂ injection capacity target, while creating the regulatory certainty needed to mobilise investment in transport and storage infrastructure.
