Bioenergy Europe joins cross-sector call to strengthen lead markets in the Industrial Accelerator Act
Bioenergy Europe has joined 39 other organisations and business representatives in a joint statement ahead of the European Commission’s upcoming proposal for an Industrial Accelerator Act (IAA). Together, we call for stronger EU action to create lead markets for European low-carbon products, combining public and private demand-side measures that can support industrial decarbonisation at scale.
The 40 signatories come from across the industrial and manufacturing sectors, as well as research organisations, think tanks and civil society.
Four recommendations for an Industrial Accelerator Act that delivers
In the statement, the signatories recommend that the IAA should:
- Broaden the scope of lead market measures beyond a limited number of sectors, and tailor approaches to different decarbonisation pathways (including areas such as chemicals, fertilisers and plastics beyond construction).
- Establish EU-wide, harmonised, performance-based product standards to support predictable private demand, including clearer timelines where standards are developed through secondary legislation.
- Make green public procurement mandatory, with clear minimum content quotas for both low-carbon and EU/EEA origin requirements, designed to be complementary and avoid distorting competition.
- Create durable private demand, combining gradual demand-side mandates with EU and national de-risking instruments and incentives to enable long-term offtake agreements.
